This is the 2^nd installment of our 5 part series devoted to helping you understand the requirements of Federal Regulations 28, CFR, Part 23.  

The requirements for data collection in gang databases vary depending on your jurisdiction and the specific purpose of the database. There are some common elements, however; that are typically included in gang databases:

1. Identifying information: This includes basic details about individuals associated with gangs, such as their name, date of birth, gender, and physical description.
2. Gang affiliation: Information about the gang(s) to which the individual is believed to belong, including the name of the gang, any known aliases or associations.
3. Associates and relationships: Information about the individual’s known associates, either in or outside the gang. This can include names, addresses, contact information, and the nature of their relationship with the individual.
4. Geographic information: Data related to the gang’s presence and activities, including known hangouts, locations of criminal activities, and any specific areas under their influence.
5. Tattoos or markings: Descriptions or photographs of any tattoos, markings, or symbols associated with the individual or the gang. These can be used for identification purposes and to establish gang affiliations.
6. Social media and online presence: Information related to the individual’s social media accounts and online activities. This can include usernames, profiles, posts, images, and any other relevant online content that may provide insights into their gang affiliation or activities.
7. Intelligence and incident reports: Documentation of intelligence gathered from various sources, such as the individual himself, surveillance, witness statements, and law enforcement contacts. This can include reports of gang-related incidents, ongoing investigations, and any other relevant information.
8. It’s important to note that the specific data collection requirements and the legal regulations can vary significantly between jurisdictions. Moreover, the collection, storage, and use of data in gang databases must comply with local and federal laws. It is important to remember to collect and store only necessary data for the intended purpose and to avoid adding irrelevant or excessive information. Each department must also ensure that data collection methods and analysis are unbiased and do not disproportionately target specific racial or ethnic groups.
